Delegation from Zhaoqing New District Visits Shenzhen

    From March 25th to 27th, a delegation of 39 party and government cadres headed by Yu Xiaojun, Deputy Secretary of the Party Working Committee of Zhaoqing New District paid a visit to Shenzhen for a three-day learning and exchange event - Thematic Training on Urban Construction and Management of Zhaoqing New District. This event was jointly organized by the Belt and Road Research Institute (BRRI) of Shenzhen University (SZU) and the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRIICD).

    This learning and exchange event is organized in multiple ways including workshop for party and government cadres and entrepreneurs, high-caliber talent exchange, business field study and course training. It aims at learning from the successful experience of Shenzhen Special Economic Zone (SEZ) in development path selection, industrial development, planning and operation management mode of modern industrial parks and smart city construction. Through this event, members of the delegation could take inspirations from Shenzhen for the planning and development of Zhaoqing New District and improve their theoretic knowledge and practical operation skills.
    During the event, the BRRI and BRRIICD provided vigorous support for the follow-up courses for the delegation members by leveraging their strong teaching resources of Shenzhen University, extensive social connections and keen industry perception, and inviting the top-level expert teams of academia, government and businesses.
    On the morning of the 25th, the opening ceremony was held in the lecture hall 3 of the Science and Technology Building, SZU. Prof. Tao Yitao, the director of the China Center for Special Economic Zone Research (CCSEZR), dean of the BRRI and also dean of the BRRIICD), and Mr. Yu Xiaojun, deputy secretary of the Party Working Committee of Zhaoqing New District respectively gave a speech at the ceremony.

    Prof. Tao gave the first course for the delegation members at the opening ceremony by delivering a thematic lecture titled “Shenzhen Special Economic Zone's Successful Experience and Referential Significance”. She intertwined the historical changes of Shennan Avenue, Chung Ying Street, Guomao Building and SZU with her personal experiences to share with the delegation the development story of Shenzhen and described the miracles created by Shenzhen in the past 40 years since reform and opening-up in a profound yet easy-to-understand manner. She illustrated the background of Chinese SEZs from the three aspects of "the significance of SEZs", "the path of change in Chinese social system" and "the historical contribution of Shenzhen SEZ". Moreover, Prof. Tao told a Shenzhen story by sharing the successful experience of the Shenzhen SEZ in the wave of the reform from six aspects including "selecting and adhering to the market economy as the reform direction", and "encouraging the development of private enterprises by means of preferential policies and legislations".

    Prof. Zhou Jianxin, the executive dean of the Cultural Industry Research Institute of SUZ, deputy director of the National Cultural Innovation Research Center under the Ministry of Culture and Tourism, and the dean of the Research Institute of Hakka Culture, introduced to the delegation the characteristics of Lingnan culture from multiple dimensions in detail and analyzed the innovative development path and strategy of Lingnan culture in the new era. Prof. Yuan Yiming, the dean of the Shenzhen Green Development Research Institute and also the deputy director of CCSEZR, gave an in-depth analysis of the pillar industries and development status of the Shenzhen SEZ. Dr. Tan Gang, the deputy dean of the Party School (the Socialism Academy) of the Shenzhen Municipal Party Committee, member of the Standing Committee of the Guangdong Provincial People's Political Consultative Conference and also member of the Standing Committee of the Shenzhen Municipal People's Congress, explained the "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" for the delegation. Prof. Le Zheng, a professor at the Southern University of Science and Technology and also an expert entitled with special allowance from the State Council, introduced the successful experience of Shenzhen in innovative development and smart city construction. Mr. Yan Shengli, the director of the Incubator Operation Management Center of Chinese Academy of Science and Technology for Development (CASTD) and head of the Development Department of the Park, gave in-depth analysis on the planning and operation management of modern industrial parks.

    During the event, the delegation visited the Administration Bureau of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, Shenzhen Tencent Computer System Co., Ltd., Huawei Technologies Co., Ltd. and other government departments and well-known companies to learn the great practices and successful experience of reform and opening-up in Shenzhen SEZ.

    At the closing ceremony, Mr. Yu Xiaojun spoke highly of this learning and exchange event and stated that he learned a lot. He held out the hope that Zhaoqing New District and Shenzhen could jointly capitalize on the golden opportunity of the Greater Bay Area development  to deepen cooperation to achieve mutual prosperity and development in the new era! Prof. Tao then, presented the completion certificate to the delegation on behalf of the event organizer, rounding off this  learning and exchange event.
