Rural Revitalization and Cooperation and Exchange Bureau of Shenzhen Municipality Visits RRRI and CCSEZR

On Tuesday, the afternoon of April 11, 2023, a delegation led by Li Jiashan, the leader and Secondary Inspector from Rural Revitalization and Cooperation and Exchange Bureau of Shenzhen Municipality, visited Rural Revitalization Research Institute (RRRI), Shenzhen University (SZU) and China Center for Special Economic Zone Research (CCSEZR). Members of the delegation also include Wang Su, Head of the Office (Institutional Party Committee) and Level I Division Rank Official, Principal Staff Member Zhang Bo and Liao Lichuan. Attending the meeting were Prof. Li Fan, President of RRRI and Deputy Director of CCSEZR, Associate Prof. Zhang Ping, Deputy Director of CCSEZR, Prof. Mi Xuming, College of Economics, and Prof. Qin Quande, College of Management.


President Li Fan welcomed Inspector Li Jiashan and his delegation, and introduced the founding background, main research fields and research progress of RRRI. June 23, 2022 witnessed the inauguration ceremony of Shenzhen Rural Revitalization Think Tank Alliance and Rural Revitalization Research Institute, Shenzhen University (SZU). The ceremony was attended by Liang Jian, then Dedicated Deputy Director of Guangdong Provincial Party Committee Leading Group Office for Rural Work and Dedicated Deputy Director of Provincial Rural Revitalization Administration, Liu Weixiang, Director of Rural Revitalization and Cooperation and Exchange Bureau of Shenzhen Municipality, Ouyang Weiguo, Dedicated Deputy Director of Shenzhen Municipal Party Committee Agricultural Office, Prof. Li Yonghua, Vice President of SZU, and Prof. Tao Yitao, Director of CCSEZR.
Adopting a differentiation strategy, RRRI has embarked on “Digital Village and Industry Revitalization”. Supported by the leading city in the digital economy of Shenzhen, it has fully exploited the value of data as a factor of production, and featured the research of the new-type agricultural operation entity, agricultural modernization development strategy, modern agricultural industrial system, modern agricultural operation system, and digital agriculture and digital villages. In addition, RRRI centered its research on rural economy and agricultural policies, rural electronic commerce and supply chain finance and the economic system in the beautiful countryside. Research team members chaired projects of the World Bank, the National Social Science Fund, Guangdong Province and Shenzhen City, and set up a “Rural Revitalization Lecturer Group” for the review and research of the Department of Agriculture and Rural Development of Guangdong Province. In the coming future, in line with the leading spirit of promoting the practice of research and studies, RRRI plans to explore the building of rural credit system and extension of credit for inclusive loans to farmers, and digital villages and industry revitalization, with a grand investigation, field experiment and innovative competitions at its main content through innovation mechanism of cooperation between universities and enterprises.


Prof. Mi Xuming, Prof. Qin Quande and Associate Prof. Zhang Ping presented the progress of their projects respectively, including Research on Rural Collective Construction Land System Reform and Economic Growth supported by the National Social Science Fund, Guangxi Rural Poverty Alleviation Pilot Project Financed by the World Bank supported by the World Bank and Research on Social Network, Collective Economic Governance and Urbanization in Urban Villages in the Context of the Pilot Demonstration Area supported by the National Social Science Fund.


Director Wang Su stated that the collaboration between RRRI and university think tanks helps the government make an all-around development planning, bring into better play the leading role of the government, and promotes optimal resource allocation. It is expected that upon working together with RRRI, a scientific blueprint can be made for Shenzhen’s rural revitalization and a clear path for enterprises' participation, realizing a “two-way effort putting” by Shenzhen enterprises and the rural area.


Inspector Li Jiashan awarded high recognition for the current research progress and the research contents of RRRI. He believed that the research on government administration, digital villages, rural land reform system and farmer credit loans in the pilot demonstration area has long-term referential value to rural revitalization. For rural revitalization, industrial revitalization is the foundation and talent revitalization is the crux. Led by top-notch professors, with the active participation of the students, the research in RRRI complies with the rural talent revitalization strategy. Li also said that located in Shenzhen, and relying on SZU and CCSEZR, RRRI has established a research path supported by data, a research direction themed with macro development, and a research goal of helping government and enterprise achieve scientific decision-making with academic cutting-edge results, which is accurately positioned and brightly promising. Upon strengthening the cooperation in all sectors between the two sides, we are looking forward to witnessing excellent academic achievements and a ignition of intellectual sparks.


This visit of the RRRI delegation laid a solid foundation for future exchanges of governments and research institutions between both sides. Under the overall guidance and support of the provincial and municipal Rural Revitalization Administrations, RRRI will improve the think tank building for rural revitalization, comprehensively promoting rural revitalization and agriculture and rural modernization.
