Book Launch Held at SZU for “The Blue Book: Annual Report on the Development of China's Innovation and Entrepreneurship (2019-2020)”

On December 19, 2020, a book launch was held at the International Conference Hall of Shenzhen University (SZU) for “The Blue Book: Annual Report on the Development of China's Innovation and Entrepreneurship (2019-2020)” (the “Blue Book”). The event was jointly organized by the China Center for Special Economic Zone Research (CCSEZR) of SZU, the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRI) and the Social Sciences Academic Press (SSAP). The book launch was attended by Wang Jingsheng, Chief Editor of the Blue Book and Counselor of the State Council; Wang Limin, President of SSAP; Tao Yitao, Director of CCSEZR and BRRI, and Executive Chief Editor of the Blue Book; Guo Wanda, Standing Deputy Director of the China Development Institute; Su Jian, Director of the China Center for Economy Research, Peking University; Chen Yong, Dean of College of International Exchange, SZU; Bo Guili, Director of National Rejuvenation Talent Strategy Research Institute, Ningbo University and all members of the Blue Book research group; the event was presided over by Prof. Tao Yitao.
Associate Prof. Li Fan, Director Assistant of CCSEZR, gave a general introduction to the Blue Book: through the collection, processing and quantitative analysis of relevant data on 100 cities across China (4 direct-controlled municipalities and 96 prefecture-level administrative regions), the Blue Book provides a comprehensive evaluation of the innovation environment and innovation capacity of the major cities in China. According to the evaluation results, Shenzhen tops the list of innovative and entrepreneurial cities, while Beijing and Shanghai take the second and third places respectively.
To reflect the characteristics and trends of urban innovation and entrepreneurship (I&E), this year's Blue Book draws on the theories and methods of index construction and evaluation at home and abroad, and adopts a quantitative system that reflects the trinity of support, capability and value in China’s urban I&E landscape, to build an index system that can scientifically represent the current development status of the cities’ I&E efforts. The index system consists of 3 primary indicators (environmental support, resource capacity and performance value), 9 secondary indicators and 30 tertiary indicators. Overall, I&E in China has its distinctive features: the first-tier cities are the top achievers, with Shenzhen being the champion in terms of comprehensive capability; there are hierarchical differences in the development of I&E across the country, and the western cities have a lot of room for improvement. At present, China's core cities and hub cities of I&E are becoming more and more mature in their development, and exerting an evident catalytic effect on neighboring cities, and a new trend of cross-city collaboration on I&E is emerging.
In addition to the comprehensive evaluation and analysis of individual cities, the book also reveals the characteristics of China's I&E development at multiple levels, including overall comparative analysis at the regional level as well as more focused studies on the Shenzhen National Innovation Demonstration Zone and Shenzhen's Nanshan District, which is home to the largest concentration of high-tech companies. In the big picture of the I&E landscape, the eastern region is stronger than the central region, the central region is stronger than the western region, and the western region is stronger than the northeastern region; driven by the “twin engines” of the Greater Bay Area and Pilot Demonstration Area, Shenzhen not only shoulders the responsibility for building an international science and technology innovation center, but also carries the mission of exploring for I&E experiences that can serve as reference for other parts of the country; the institutional and cultural constraints on I&E are gradually emerging.
In the wave of economic globalization, it is crucial to look at I&E from an international perspective for deepening and widening I&E development in China. In the international chapter, the book explores several broad issues, including the international I&E index system, the international I&E ranking of cities (regions), the comparative analysis of international I&E index structures, and new trends in the development of international innovation cities, while focusing on case studies of typical international innovation cities.
The experts and scholars at the conference gave high praises for the Blue Book and offered excellent thoughts and constructive suggestions for its further improvement, especially on the selection and systematic usage of data, the close tracking of the frontier of China's innovation market, how to serve local economies, and how to support government decisions, etc.

Dr. Wei Jianzhang, Deputy Chief Editor of the Blue Book, responded on behalf of the Blue Book research group to the comments of the experts and scholars, and said the research group would further improve the structure of the Blue Book according to the experts’ suggestions, so as to further enhance the social influence and social impact of the Blue Book.
On behalf of the publisher, Mr. Wang Limin, President of SSAP, expressed his congratulations on the publication of the Blue Book. He said that the Blue Book is of great significance for our new era, where the concept of innovation is evolving from an abstract idea to the design and assessment of substantive index systems. The Blue Book has incorporated General Secretary Xi Jinping's innovation concept into I&E assessment to better promote the development of innovative practices. It is hoped that in the future, the Blue Book can contribute more as a guide at the level of country-wide development and that of the Greater Bay Area development, and give full play to the advantages of the Blue Book team’s diverse talents in drawing on domestic and international experience, utilizing statistical tools and data collection and processing, so as to further empower the I&E Blue Book brand name and achieve even more positive social impact.

Wang Jingsheng, Chief Editor of the Blue Book and Counselor of the State Council, made a concluding speech for the book launch and recognized that the opinions expressed by the experts and scholars provided important reference for the Blue Book’s subsequent enhancement. After three years of development, the Blue Book has become more professional and won a wider audience. In the face of an increasingly complicated international situation, innovation has been elevated to an ever more important role by the State. In response to this trend, the Blue Book should, in its next phase of development, take into account the 14th Five-Year Plan and base itself on the innovation theory with Chinese characteristics, while expanding its scope to to cover the whole country and even the world, so as to enhance its authority and influence.
Prof. Tao Yitao expressed her appreciation for the experts and scholars’ insights and the SSAP’s support and dedication; and stated that the Blue Book research group would uphold the spirit of Shenzhen as the “Capital of Innovation” and offer higher academic value and an evaluation index system with greater reference value in the Blue Book by improving the team's academic rigor and international vision, so as to create Shenzhen’s example and China’s model of innovation.
